Was Newt Gingrich saying that America should enact Free Speech policies similar to Saudi Arabia?

He cited "no churches or synagogues in Saudi Arabia" as a reason to deny a Mosque here, but did he forget that we live in the United States of America? Are our ideals just words on paper or do they mean anything?
