Why not hackers attack china?

if the hackers, who are in aid of ange, responsible for the recent attacks wants transparency and counters censorship, why can't they attack china so they can be more useful to humanity... china censors a lot in their country and shuts down anyone who opposed them... is the security in china too tough for these hackers????
